Leveraging its world-leading core technologies such as Catalytic Pyrolysis Deep Chemical Conversion (CPDCC) for mixed waste plastics, HCPect (formerly Huicheng Environmental Technology Group) is steadily building a circular economy ecosystem—from R&D to industrial implementation—through demonstration project optimization, deepened strategic partnerships, and scaled-up capacity planning. Core Project Upgrades and Capacity Expansion Progress in Parallel
HCPect’s 200,000-ton/year mixed waste plastics comprehensive utilization demonstration project, an industry benchmark, is currently undergoing planned technical upgrades. The project primarily produces liquefied plastic pyrolysis gas (mainly composed of low-carbon olefins such as propylene) and plastic pyrolysis light oil (mainly composed of mixed aromatics). To ensure efficient and stable operation, the facility entered the technical modification phase on November 20, 2025, with work progressing as scheduled and expected completion by late December.
The supporting hydrogenation unit, aimed at improving product quality from the pyrolysis process, is advancing according to plan.
While the 200,000-ton demonstration project is being upgraded, HCPect has begun replicating its capacity at scale. The company has officially launched two major new projects:

Tianjin Nangang Industrial Park Waste Plastic Recycling Project (Phase I: 600,000 tons)

Jieyang Industrial Park Waste Plastic Resource Recovery Project (Phase I: 1.2 million tons)

Industrial Chain Synergy Strengthened, Raw Material Security and Collection Networks Improved
On the raw material supply side, the Jiujiang HCPect Technology Co., Ltd. Recycling Resource Sorting Center Project (designed capacity: 80,000 tons/year)—China’s first sorting and cleaning line for low-value waste plastics from raw municipal solid waste—resumed operation on November 25. It is running smoothly, with qualified products continuously shipped to Dongyue Chemical’s 200,000-ton project, forming an effective closed-loop industrial chain.
In terms of collection systems, Minxian Xinao Resources and Environment Co., Ltd. is actively promoting regional agricultural film recovery. The company assisted the local Agriculture and Rural Affairs Bureau in convening the 2025 Agricultural Film Scientific Use and Recycling Project launch meeting, linking 22 collection points to build an efficient recovery network and help tackle agricultural non-point source pollution.

In September 2025, HCPect signed a letter of intent with China Resources Recycling Group Plastic Recycling Co., Ltd., a wholly-owned subsidiary of China Resources Recycling Group. As a “national team” in plastic recycling, the subsidiary is tasked with leading industry standardization and ensuring resource security. The cooperation will draw on its strong policy coordination, nationwide resource recovery network, and industry-standard influence to secure stable and compliant supplies of waste plastic feedstock for HCPect’s projects and provide critical policy and resource support for nationwide replication. -
Collaboration with Sinopec Guangzhou Engineering Co., Ltd.: Strengthening Engineering Capabilities
In October 2025, HCPect entered into a strategic partnership with Sinopec Guangzhou Engineering Co., Ltd. and Jieyang New Materials Industry Technology Research Institute. Sinopec Guangzhou Engineering, a central state-owned engineering company with comprehensive national Class-A engineering design qualifications, will provide engineering conversion and scale-up support for HCPect’s waste plastic recycling technology, accelerating its industrialization. -
Strategic Investment from Strait Fund: Enabling Capital and Scale Expansion
In November 2025, HCPect established a strategic partnership with Strait Huifu Industrial Investment Fund Management Co., Ltd. Approved by the National Development and Reform Commission and controlled by China Development Bank Investment Group, Strait Fund is an industrial fund investment manager. Through this partnership, Strait Fund will provide strong financial support and resource connections for HCPect’s capacity expansion—including domestic projects totaling 3 million tons and overseas expansion—enabling a “technology + capital” dual-engine drive and supporting the company’s leapfrog development.
