China Resources Recycling Group Launches Six-Province, Eight-City Pilot to Build a "Meituan" "JD" Style Renewable Resource Platform

November 17 – A symposium and launch meeting for the "Co-Construction and Shared Use of Integrated Renewable Resource Service Platforms and Synergistic Pilot Projects for the Recycling Industry Chain" was held simultaneously in six provinces and eight cities: Beijing, Chongqing, Zhengzhou and Luoyang (Henan Province), Tangshan (Hebei Province), Kunming (Yunnan Province), Xiamen (Fujian Province), and Xiangyang (Hubei Province).

The pilot is led by China Resources Recycling Group, under the guidance of the All-China Federation of Supply and Marketing Cooperatives, with coordination by local supply and marketing cooperatives and participation from related enterprises across the six provinces and eight cities. It is a policy-driven cross-regional collaborative project.

Attendees included Feng Yimei, Director of the Chongqing Supply and Marketing Council, and Tong Mengjin, Secretary of the Party Leadership Group and Director of the Henan Supply and Marketing Council, who delivered guiding remarks. Representatives speaking at the meeting included Wang Yongqing, Vice President of Xiamen ITG Group; Liu Yapeng, Investment Director of Tangshan City Development Group; Kong Chao, CFO of China Resources Recycling Group; Yan Yanmei, Kunming Pilot Project Lead; and Zou Yuanjun, Xiangyang Pilot Project Lead. The meeting was chaired by Xing Hongwei, Secretary of the Party Committee and Chairman of China Resources Recycling Group.

Leadership by China Resources Recycling Group

Xing Hongwei elaborated on the pilot work plan, emphasizing that participating entities, as key industry players, bear dual responsibilities: implementing national policies and addressing industry development needs. He stressed their role in pioneering innovative practices and summarizing experiences to lead industry progress. After over two months of collaboration, a joint pilot plan has been formulated, covering seven specific projects:

• Plastic recycling
• End-of-life vehicle reuse
• Recycled metal recovery
• Integration of municipal solid waste and renewable resource systems ("two-network integration")
• Renewable resource park operations
• One integrated service platform

Chen Yiyan, Deputy Director of the Pilot Coordination Office, demonstrated the functionalities of the "Digital Supply Chain Integrated Service Platform for Renewable Resources."

Synergy Across Six Provinces and Eight Cities

Yan Yanmei (Kunming Pilot Lead) and Zou Yuanjun (Xiangyang Pilot Lead) presented regional implementation plans. Yan Yanmei described the Kunming project as a key practice in leveraging technology and digitalization to empower large-scale renewable resource sorting centers, aiming to build an internet-based platform connecting government and market entities. Zou Yuanjun highlighted that the Xiangyang pilot will focus on "two-network integration," recycling of 3C products and public institutions, and integrated online-offline operations, with the goal of quickly developing a replicable model tailored to Xiangyang.

Wang Yongqing, Vice President of Xiamen ITG Group (a core member of the Fortune Global 500 company ITG Holding Group), stated that the company will leverage its expertise in supply chain services, regional resource integration, and risk management to actively participate in data coordination for the integrated service platform. Under the leadership of China Resources Recycling Group and the coordination of the Xiamen Supply and Marketing Cooperative, the Xiamen pilot aims to become a benchmark for "online-offline integration" in renewable resources, using digital tools to enhance operational efficiency, increase recycling volumes and coverage, and achieve both economic and social benefits—providing a replicable "Xiamen Model" for the industry.

Liu Yapeng, Investment Director of Tangshan City Development Group (responsible for the development of Tangshan, a city with the world’s largest steel production capacity), emphasized that the "Bohai Rim Circular Smart Service Platform and Hosted Operation Pilot Project" is a key initiative to green upgrade Tangshan’s steel industry, enabling low-carbon emissions and improved resource recycling. The group aims to build a national benchmark for digital transformation in the renewable resource sector, creating a full-chain digital ecosystem from collection to supervision to inject new momentum into green, low-carbon development in Tangshan and beyond.

Kong Chao, CFO of China Resources Recycling Group, reiterated the group’s commitment to "co-construction, shared use, and win-win cooperation." He highlighted the group’s progress in building a renewable resource platform with an industrial internet mindset (akin to "Meituan" or "JD.com") and pledged tailored technical support for pilot regions. The goal is to establish a modern, nationwide renewable resource system interconnecting the entire industrial chain, serving over 10,000 enterprises via the platform.
