Qin'an County plans to invest 4.5 million yuan to build a recycling resource sorting center and introduce two enterprises specializing in the recycling of waste agricultural film and pesticide bottles

Qin'an County, Tianshui City, Gansu Province, is a major agricultural county. The recycling of rural renewable resources faces problems such as scattered networks, chaotic processes, and low utilization rates. The phenomenon of indiscriminate disposal of agricultural waste such as waste agricultural films and pesticide bottles is prominent, which not only pollutes the environment but also affects agricultural production. In response to this pain point, Qin'an County has closely adhered to the requirements of "strengthening digital empowerment and optimizing the circulation network", and proposed the idea of "building a three-level network, creating a digital platform, and linking the industrial chain" for the construction of a renewable resource system.

Optimize the three-level recycling network in counties, villages, and towns.

We plan to invest 4.5 million yuan to build a standardized recycling resource sorting center in the county town (equipped with intelligent sorting, compression packaging, cold chain transportation and other equipment), responsible for the centralized sorting, transfer and sales of recycling resources throughout the county; Integrate existing supply and marketing cooperative outlets in 17 townships, upgrade and transform 17 township recycling stations for renewable resources, and expand the functions of "recycling+convenient services"; In 332 administrative villages, 200 village level recycling points (equipped with fixed recycling bins and mobile recycling vehicles) will be set up based on village collectives, cooperatives, or farmer households, focusing on collecting waste agricultural films, pesticide bottles, waste household appliances, and other items to connect the "last mile" of recycling resources. At present, pilot projects for the renovation of 5 township recycling stations have been completed, and 10 village level recycling points have been put into use.

Enhance digital empowerment to improve efficiency. 

Build the "Qin'an Renewable Resource Recycling Information Platform" to connect with four major entities: farmers, recycling points, sorting centers, and processing enterprises, and achieve full chain informatization of "online reservation, offline recycling, and process tracing". Farmers can make appointments for recycling through mobile apps or WeChat mini programs, and the recycling points upload real-time recycling data (such as the weight of waste agricultural film and the number of pesticide bottles). The sorting center schedules transportation vehicles online, and the processing enterprises view the sorting results (such as the purity of plastic particles and the specifications of recycled products) to ensure that the source, destination, and responsibility of recycled resources are traceable. At present, the platform has completed testing and will soon be launched for operation.

Deepen cooperation and linkage to extend the industrial chain.

Cooperate with the village collective, organize farmers to collect waste agricultural film and pesticide bottles, and reward the village collective according to the standard of "0.5 yuan per kilogram"; Cooperate with cooperatives to transport the recycled resources from village level recycling points to township recycling stations, and charge a transportation fee of "20 yuan per ton"; Cooperate with enterprises to introduce two renewable resource processing enterprises (mainly processing waste agricultural film into plastic pellets and pesticide bottles into recycled plastic products), forming an industrial chain of "farmers+village collectives+cooperatives+enterprises", and increasing the added value of renewable resources. At present, cooperation agreements have been signed with three enterprises, and it is expected to process 500 tons of waste agricultural film and 300 tons of pesticide bottles annually.

"We will take the '1335' blueprint as a guide, fully promote the construction of the recycling and utilization system of renewable resources, and strive to build a three-level recycling network covering the county and rural areas by 2030. The recycling rate of renewable resources will reach over 85%, the recycling rate of waste agricultural film will reach over 92%, and the recycling rate of pesticide bottles will reach over 96%. We will achieve the 'standardized collection, large-scale sorting, and industrialized utilization' of renewable resources, and contribute to the high-quality development of the supply and marketing industry and the construction of a green Qin'an
