Six provinces are about to welcome inspection teams for circular economy law enforcement! Focus on checking 5 aspects of content

According to CCTV News, on July 7, the Circular Economy Promotion Law Enforcement Inspection Group of the Standing Committee of the National People's Congress held its first plenary meeting in Beijing to deploy law enforcement inspection.

1. Inspection method
This law enforcement inspection adopts a combination of local inspections and entrusted inspections by the Standing Committee of the Provincial People's Congress.
From July to September, the inspection team went to Tianjin, Jiangsu, Zhejiang, Fujian, Hubei, Guangdong and other provinces (cities) to conduct on-site inspections, and entrusted the Standing Committee of the People's Congress of Inner Mongolia, Hunan, Chongqing, Guizhou, Yunnan, Gansu and other provinces (regions, cities) to inspect the implementation of the Circular Economy Promotion Law in their respective administrative regions.
Law enforcement inspection is a legal form and important means of supervision by the National People's Congress, and it is also an important lever for the National People's Congress to promote the implementation of laws and the construction of a rule of law country.
The focus of this law enforcement inspection is on the circular economy, which refers to the collective term for the reduction, reuse, and resource utilization activities carried out in the processes of production, circulation, and consumption.
Circular economy is a preferred model for promoting sustainable development strategies, emphasizing the replacement of traditional linear growth models with circular development models. It is manifested in the effective utilization of resources and environmental protection through the "resource product renewable resource" and "production consumption recycling" models, ultimately achieving greater economic, social, and environmental benefits with lower development costs.
2. Policy framework
Developing a circular economy is a breakthrough in transforming the mode of economic growth.
In the period after the reform and opening up, China's economy grew rapidly. However, the traditional extensive growth mode of high consumption, high emissions, and low efficiency has not changed, resulting in low resource utilization, serious environmental pollution, incomplete regulations and policies, inadequate systems and mechanisms, and lagging development of related technologies.
In 2005, the State Council issued the "Several Opinions on Accelerating the Development of Circular Economy", which mentioned the need to vigorously develop circular economy.
In 2009, the Circular Economy Promotion Law was implemented, which was the first law in China aimed at improving resource utilization efficiency, elevating circular economy from a concept unfamiliar to the public to a legal level.
Promoting the development of circular economy in accordance with the law is an important way to help achieve carbon peak and carbon neutrality, an inherent requirement for comprehensively promoting the construction of a beautiful China, and a powerful lever for accelerating the comprehensive green transformation of economic and social development.
The central government attaches great importance to this law. In July 2024, the Central Committee of the Communist Party of China and the State Council issued the "Opinions on Accelerating the Comprehensive Green Transformation of Economic and Social Development", which stated that relevant units should accelerate the formulation and revision of laws and regulations such as the Ecological Environment Code, Energy Law, Energy Conservation Law, Electricity Law, Coal Law, Renewable Energy Law, and Circular Economy Promotion Law.
In March this year, the Work Report of the Standing Committee of the National People's Congress showed that "inspecting the implementation of five laws, including the Trade Union Law, the Energy Conservation Law, the Forest Law, the Food Safety Law, and the Circular Economy Promotion Law" was included in the important task of 2025.
The "Inspection of the Implementation of the Circular Economy Promotion Law of the People's Republic of China" was included in the 2025 Supervision Work Plan of the Standing Committee of the National People's Congress.
The work plan mentioned that the report on law enforcement inspection is planned to be heard and deliberated at the meeting of the Standing Committee of the National People's Congress in December.
It is reported that the inspection team will comprehensively understand the implementation of the law through various methods such as listening to reports, organizing symposiums, on-site inspections, random checks, and questionnaire surveys, conduct in-depth research on the common and prominent problems in the implementation of the law, promote better implementation of the law, and effectively enhance the effectiveness of supervision.
The inspection team will focus on checking 5 aspects:
Implementation status of major legal systems for circular economy; Implementation status of measures for reduction, reuse, and resource utilization; The implementation of statutory responsibilities and incentive measures by the government and its relevant departments; Revision status of supporting regulations, rules, standards, and name recordings; The main problems and suggestions in the implementation of the law, as well as suggestions for amending the law.
